He was head of the Georgia Department of Transportation from 1991 to 2000. Wayne Shackelford, who was born in Carroll County on Nov.3, 1933 had been a Gwinnett County developer when Gov. Zell Miller recommended him to the DOT Board for the job as commissioner. Shackelford, an Army Veteran attended graduate school at the University of Georgia and went to work in Gwinnett County administration in 1960. He worked there for decades and built a large personal network in the growing county. In recent years he served as chairman of the Gwinnett County Chamber of Commerce and held a post at the engineering and planning firm of Gresham Smith and Partners.
