House Speaker David Ralston has named Rep. Terry England of Auburn to chair the House Appropriations Committee, replacing Rep. Ben Harbin of Evans. Harben has chaired the powerful committee for the past six years. Also, the new chairman of Rules is Rep. John Meadows of Calhoun, replacing Rep. Bill Hlembree. Other committee chair appointments are scheduled to be announced later on Friday.
